Section 504 is a federal law which protects the rights of persons with qualifying disabilities. It directs schools receiving federal funding to eliminate discrimination based on disability from all aspects of school operation. As a recipient of federal funds, the Independence Community School District provides students meeting Section 504 eligibility equal physical and academic access to services, programs, and activities as those offered to the general population.
Section 504 has three areas of emphasis: employment; facility and accessibility; and requirements for preschool, elementary, and secondary education programs/activities. Section 504 falls under the responsibility of the general education program.
